Аннотация программы учебной дисциплины
«Исследования миграции и миграционная политика в сравнительной перспективе»
Исследования миграции и миграционная политика в сравнительной перспективе (4 ESTC)
Основными задачами данного курса является: объяснение студенту основных исследовательских проблем в рамках современной миграциологии, теории миграционной политики и интеграции; анализ существующей литературы и источников; обзор различных подходов государства к решению проблем мигрантов и национальных меньшинств; использование методов сравнительного анализа в миграционной политике.
План курса. Курс продолжается 2 модуля и состоит из 8 (16) лекций, 12 (24) семинаров (всего 40 академических часов), одной промежуточной контрольной работы и экзамена. Основные темы курса включают:
Мигранты и миграция (основные понятия и определения). Миграция в мире: характер, направления, причины.
Теории миграции (от Равенштайна до наших дней). Мигранты и демографическая ситуация. Третий демографический переход.
Миграционная политика. Основные определения и теория.
Миграционная политика (конкретные примеры). Сравнительные исследования миграционной политики
Права мигрантов
Интеграция мигрантов (теория и измерители).
Проблемы мигрантов в принимающем обществе: дискриминация и неравенство (особенности измерения)
Национальные меньшинства
Требования к уровню знаний студентов (пререквизиты). Основы статистики; Современная политология; Теория и методы в политологии; Регионалистика.

Learning Objectives
Learning objectives of the course are: to introduce students to the main problems of the discipline, the existing literature and to the state of research on the topic; to introduce them to variations both in state approaches to the problems of migrants and ethnic minorities and their self-organisation; to give the students the basic methods for comparative analysis of migration policy.
Learning Outcomes
As a result of studying of discipline the student should
Know:
-The main directions of migrations in history and modern centres attracting major migration streams.
-The reasons for migrations and the main consequences of migrations both for the exit countries and the regions of entry of migrants.
-The main categories of migrants and of ethnic minorities
-The major problem migrants and ethnic minorities face. Forms of their economic and political self-support and organisation.
-Different types of state policy towards migrants and ethnic minorities.
-National and international mechanisms of the protection of rights of ethnic minorities and migrants and international legal norms pertaining to migrants and ethnic minorities.
-The main theoretical approaches to the problems of migrants and ethnic minorities.
-The nature and main directions of migration streams on the territory of the former USSR
-The main types of ethnic minorities on the territory of the former USSR
-Problems of ethnic minorities and migrants in Russia and the state policy of Russian Federation in this sphere
-The main literature on the problems of ethnic minorities and migrants which reflects the latest research and understanding of these problems
Be able to
-Competently analyse the nature and character of problems connected with migrants and national minorities in concrete circumstances.
-Compare problems of migrants and national minorities in different regions and countries.
-Competently define priorities in resolving the problems of migrants and national minorities and problems connected with them.
-Apply the latest theoretical approaches to practical resolution of the problems of migrants and national minorities.
-Define legal norms which apply to concrete situations connected with problems of migrants and national minorities.
-Offer competent and realistic ways of ameliorating problems of migrants and national minorities.

-Working with primary sources and literature on the problems of migrants and national minorities.
-Studying migration processes and problems of national minorities and migrants and nationality relations as a whole.
-Collecting objective and adequate information on the problems connected with migrants and national minorities.
-A comparative analysis of the problems which arise in connection with migrants and national minorities in different countries.
-A comparative analysis of state policy towards migrants and national minorities in different countries.
-Working with different legal documents which regulate the situation of migrants and national minorities both at national and international levels.
Course Plan: the course lasts 2 modules and consists of 8 (16 academic hours) lectures, 12 (24 academic hours) seminars (40 academic hours all together), 1 essay, and final exam. Main topics of the course include:
Migrants (main definitions). Migration (sorts and features). Global migration: reasons, directions (current and historical) and character. Major directions and nature of modern migration flows.
Theories of migration (from Ravenstein to the current ones). Major directions and nature of modern migrations. Migrants and demographic situation. Third demographic transition
Migration policy. Main definitions. Theory of migration policy.
Migration policy (current situation for developed and developing countries). Comparative analysis
Migrant rights
Problems of integration. Theory and measurement
Migrants’ problems in the destinations countries. Migrants and inequality. How can we measure it.

Grading System: 10% for classes’ attendance and activity, 30% for activities at the seminars (presentations, discussions, debates), 20% for essay, 40% for final exam.
Guidelines for Knowledge Assessment: lectures and seminars (including students’ presentations and group discussion); examination type: oral test.
Methods of Instruction: The course consists of lectures and seminars. During the lectures the main concepts and ideas related to the topic will be introduced. As a follow-up for the lectures seminars will be carried out to let students engage with the material through individual and group exercises. Students are expected to prepare for the seminars be reading recommended materials and completing group tasks handed out by the lecturer.
