The present syllabus is aimed at faculty teaching this course, their teaching assistants, and students of the degree program 030201.68 ‘Political Science’, master’s program ‘Political Analysis and Public Policy’, studying political analysis.
This syllabus meets the standards required by:

Цели освоения дисциплины / Learning Objectives
To give a coherent definition of global actors, their types, aims, and influence
To consider the commercial and trade organizations and global civil society institutions as global actors.
To analyze and compare global actors, global institutions and global instruments
To present modern forms of international conflict management and other global a agenda issues.
To examine the roles of states, intergovernmental actors and, military-political organizations as well as on international conflict management, peacekeeping and nuclear non-proliferation.
Компетенции обучающегося, формируемые в результате освоения дисциплины / Students’ Competences
By the end of the course, the students are expected to:
Know the major concepts of public policy and social discourse, international relations,
Know the key issues of the modern international political agenda;
Be able to discuss and reproduce these concepts and theories, be able to find relations between them and analyze them;
Be able to recognize global issues, analyze them and suggest possible ways of solving them;
Be able to apply those analytical tools to various stages of policy process and to various institutions, that define a framework of policy-making process;
Be able to distinguish between local, regional, and local issues and actors;
Be able to identify and analyze targets, decision-makers, benefactors and other actors involved in decision-making, their motives, strategies and methods;
Understand who gains, and what are the motives, for framing particular issues;
Understand to what extent this or that actor or issue is able to influence other actors.

Место дисциплины в структуре образовательной программы / Courses’s Role in the Syllabus
This course is a foundational one, taught in the first semester of the second year of master’s program ‘Political Analysis and Public Policy’ for both specializations: ‘Political Analysis and Public Policy’ and ‘Human Rights and Democratic Governance’. This is a core course that welcomes prior knowledge in political science, international relations, international diplomacy, global conflicts, and the skills of policy analysis.
This course is crucial for mastering the degree program on the whole, following such courses in particular as:
International Relations & Governance in Global Security
Human Rights in Globalising World
National and International Mechanisms of Human Rights Protection
Human Rights in the non-Westerm Countries, etc.
It is also crucial for the students’ research papers and master’s dissertation, especially for those studying political analysis, doing comparative research and addressing global issues.

Критерии оценки знаний, навыков / Grading Criteria
Home work. By the end of the 1st module each student will produce a 2-3 pages (3 000-5 000 symbols) paper that focuses on choosing global political actor with argumentations why it is global.
Essay. By the end of the 2nd module each student will produce a 10-15 page (15 000-20 000 symbols) research paper that focuses on the analysis of a global actor of student’s choice. Teacher evaluates how independently the has been done, how deep the topic is developed, how data collection and analysis were conducted, etc.
Written papers criteria:
1) Logical coherence
-Organize your thoughts and information in a clear order.
-State your observations and conclusions clearly.
-Use evidence to support your conclusions.
2) Engagement with course issues and concepts
-In every paper, make use of concepts/methods of analysis discussed in class.
-Be sure to incorporate at least three course readings/lectures into any research paper you write.
3) Quality of your particular analysis
-Try to make your paper interesting and unique.
-Try to go beyond simply re-stating someone else's argument or re-telling the information found elsewhere
-Always make sure that your paper ends with a clear and interesting conclusion

Recommendations for course teacher
It is recommended to use interactive teaching methods which allow for most student participation such as: discussions, case studies, role plays. It is also expected that videos, Power Point presentations, and distant video conferencing will be used for teaching.
The course is intended to be based on real-life case studies, multimedia examples and current events.
Recommendations for Students
The course format mixes lectures, group discussion, and video presentations. Students should take notes, both on lectures and on the reading, and presentations, with the intention of addressing the key themes of the course.
The readings are demanding and require intensive examination of a broad variety of issues and modes of thought. Students are encouraged to express diverse perspectives. You are likely to encounter strong opinions and it is inevitable that at least some of these opinions will make you or your colleagues uncomfortable. You will be expected to strike a healthy balance between arguing your own position on these issues, listening to others, and helping the class as a collectivity to explore how the authors that you read defend their approaches. Students and the instructors should interact with each other in a mutually respectful manner. They should articulate their ideas, concerns, arguments, critical questions and responses without alienating, marginalizing, or humiliating anyone. (For example, please avoid disrespectful ad hominem arguments, slanderous statements, hurtful stereotyping, or intentionally offensive non-verbal gesturing). I am not requiring you to be “PC” (politically correct), but rather “BC” (basically civil).
